A protecting monitor circuit (101) is provided with: a secondary battery monitor circuit (120) which detects the state of a chargeable/dischargeable secondary battery (110); and a protection circuit (130) which protects the secondary battery (110) by controlling to turn on/off a charge control transistor or a discharge control transistor which is arranged between the secondary battery (110) and a load or a charging device. The secondary battery monitor circuit outputs a control signal, which forcibly turns on/off the charge control transistor or the discharge control transistor, to the protection circuit. The protection circuit (130) controls to turn on/off the charge control transistor or the discharge control transistor when the protection circuit receives the control signal.
