A method, radio access controller, BM-SC (Broadcast Multicast Service Center) and system for establishing the radio bearer for the MBMS (Multimedia Broadcast Multicast Services) bearer service are disclosed by the present invention, and they belong to the technology field of mobile communication. The method includes: receiving the MBMS session start request message that requests to establish the MBMS bearer service, wherein the message includes MBMS user service information; establishing the radio bearer for the MBMS bearer service requested to be established according to the MBMS user service information. The radio access controller includes a receiving unit and an establishing unit. The BM-SC includes an expanding unit and a transmitting unit. The system includes the radio access controller and the BM-SC. The present invention realizes that the radio access network can allocate suitable radio air interface resources, thus the usage rate of the radio air interface resources is improved, and the demands for the terminal are reduced.
