A pulverized coal concentrating device for a pulverized coal burner is provided. The pulverized coal concentrating device is fixedly disposed in the pulverized coal burner and includes a front part (102) and a rear part (101), wherein the front part (102) is designed to have a bowl-shaped structure used to guide and concentrate the air and powder flow, while the rear part (101) is designed to have a tubular structure used to maintain an appropriate extension of the dense phase area of the air and powder flow. Also provided is a pulverized coal burner, especially an internal-burning pulverized coal burner, that includes the pulverized coal concentrating device. The pulverized coal concentrating device improves the ability of the burner to adapt to coal quality, air speed and pulverized coal concentration.
