A multiplexing device stores sets of fixed length data formed by dividing information signals inputted from a plurality of channels, cyclically selects each channel and determines an output channel, acquires sets of fixed length data from each output channel based on the channel multiplexing rate, and stores the sets of fixed length data in the payload sequentially. Further, the multiplexing device imparts, to the payload, allocation information including the channel arrangement showing the channels of the sets of fixed length data stored in the payload. Further, the multiplexer device uses the payload to generate a multiplexed frame and transmits the frame to a transmission path. A demultiplexer device detects the allocation information from the payload of the multiplexed frame received from the transmission path, and generates distribution information for distributing the sets of fixed length data to each channel based on the allocation information. Further, the demultiplexer device detects the sets of fixed length data from the payload and distributes the sets of fixed length data to each channel based on the distribution information. Further, the demultiplexer device combines sets of fixed length data to reproduce the information signals.
