An HARQ realization method based on the persistent scheduling is provided by the present invention. The method includes: a base station sends the retransmission attribute information of the persistent scheduling service to a terminal by the control signaling. By defining the retransmission region of the persistent scheduling service, the HARQ mechanism under the persistent scheduling mode is improved, and the retransmission packets are centralized to be transmitted in the retransmission region at the synchronization time, so that the overhead of the resource indication information indicating each retransmission packet can be saved compared with the prior art.
