PURPOSE: An apparatus and a method for taking subsurface water in non-power by horizontal or upward slope digging of a mountain incline exposed on the ground are provided to supply lean subsurface water by basically blocking contaminant including topsoil water flowing through a topsoil layer. CONSTITUTION: An apparatus for taking subsurface water in non-power by horizontal or upward slope digging of a mountain incline exposed on the ground comprises an excavation base(10), a horizontal excavation hole(60), a grouting casing, and a pollution prevention barrier and a water pipe. The excavation base is formed on an incline(2) of mountains(1) exposed on the ground. The horizontal excavation hole is excavated horizontally or upwardly from the excavation base to the mountains. The horizontal excavation hole helps the subsurface water flow outside. The grouting casing is inserted into the horizontal excavation hole. The pollution prevention barrier is formed by the grouting liquid injected between the grouting casing and the horizontal excavation hole. The water pipe is connected to the grouting casing. The water pipe induces the subsurface water flowing from the horizontal excavation hole.
