PURPOSE: A method for manufacturing titanium dioxide/phosphorescent matter composite materials for optical catalysts and the titanium dioxide/phosphorescent matter composite material manufactured thereby are provided to offer good usability in various fields. CONSTITUTION: A method for manufacturing titanium dioxide/phosphorescent matter composite materials for optical catalysts includes the following steps of: manufacturing Ti-sol by mixing a titanium precursor in hydrated ethanol; coating the surface of phosphorescent matters with titanium dioxide by adding phosphorescent matters powder to the TI-sol; and heat-treating the separated phosphorescent matters at a temperature of 400~500 C for 2 ~ 5 hours. The titanium precursor is selected from a group consisting of TiCl4, Ti(OCH2CH3)4, Ti(OCH(CH3)2)4, ((CH3)2CHO)2Ti(C5H7O2)2, Ti(OC2H5)4, Ti(OCH3)4 and Ti(C5H7O2)2.
