PURPOSE: A flexible polyvinyl chloride composition is provided to enable mass production without use of solvent by using a cyclodextrin derivative and liquid low molecular plasticizer and to reduce the used amount of the liquid low molecular plasticizer.;CONSTITUTION: A flexible polyvinyl chloride composition comprises polyvinyl chloride and plasticizer. The plasticizer comprise a cyclodextrin derivative represented by hemical formula 3. In chemical formula 3, R is independently hydrogen or functional group represented by chemical formula 4; n is an integer of 6-26 and degree of substitution of R is 5-100%.
