PURPOSE: A device for improving performance of flocculation and sedimentation basins and a method therefor are provided to collect overlying water in the flocculation and sedimentation basins uniformly, and to facilitate flocculation of water. CONSTITUTION: A device for improving performance of flocculation and sedimentation basins includes a raw water inflow flowmeter, a waterway baffle wall, an operation controller, a waterway, a raw water inflow watergate, a motor-operated switch, a vortex generator, an overlying water collecting unit. The raw water inflow flowmeter measures the amount of raw water which flows to a filtration plant. The waterway baffle wall prevents drift of the raw water. The waterway maintains uniformly the speed of the raw water. The raw water inflow watergate and the motor-operated switch distribute the raw water. The vortex generator helps flocculation operation. The overlying water collecting unit is installed on an outlet of the flocculation and sedimentation basin. A full width weir(530) is fixed on either side of a U-shaped concrete trough(505).
