PURPOSE: A polynorbornenedicarboximide film is ensure high transparency and thermal stability and low refractive rate and dielectric constant and produce organic electroluminescent device having excellent electrical and optical property.;CONSTITUTION: An organic electroluminescent device contains: a polynorbornenedicarboximide substrate, indudium tin oxide on the substrate, and layers containing hole transport layer, electron transport layer and cathode on the indium tin oxide; or the polynorbornenedicarboximide substrate, zinc oxide on the substrate, and layers containing hole transport layer, electron transport layer and cathode on the zinc oxide.
