PURPOSE: A paging controlling device for providing a paging service to a mobile communication terminal, a system using the same and a method thereof are provided to minimize the waste of wireless resources and the failure of paging by setting adjacent access nodes as one paging group.;CONSTITUTION: A paging processing unit(342) performs a paging procedure in a designated paging raging in a paging target setting unit, and receives a paging response from a real access node where an incoming subscriber is placed. An adjacent information management unit(343) interworks with the paging processing unit, and calculates a response rate of the access nodes.
