PURPOSE: A controller for automatically controlling a rotary/plowing device in a tractor, an automatic and manual controller, and a tractor having the same are provided, which make necessary energy(oil) remarkably diminished in the control. CONSTITUTION: A controller for automatically controlling a rotary/plowing device in a tractor comprises a forward and backward control device(210), an elevation control device, and a rotary rotation control switch(230). The forward and backward control device comprises front and rear levers which go in gear with the forward gear and back gear. The elevation control device is connected in the operation of front and rear levers and controls rising and lowering of the rotary/plow work. The rotary rotation control switch controls the PTO switch in a switching mode.
