PURPOSE: An inorganic composite proton conducting electrolyte membrane is provided to ensure excellent thermal and mechanical stability and to lower unit costs of a fuel cell system by enabling use of inexpensive metallic catalyst. CONSTITUTION: An inorganic composite proton conducting electrolyte membrane comprises SiO2-TiO2-ZrO2-P2O5-Bi2O3. The thickness of film is 0.1-1 mm. A method for manufacturing the inorganic composite proton conducting electrolyte membrane using a sol-gel process comprises the steps of: dissolving metal compounds containing Si, Ti, Zr, P, and Bi in alcohol and homogenizing the solutions to form a sol; forming fine powder by drying the sol; compressing the fine powder and then thermally processing the compact.
