PURPOSE: A photo-elastic modulator and a photo-elastic measuring apparatus including the same are provided to generate uniform birefringence in an optical element by lowering an oscillation frequency of a vibration generating unit than the oscillation frequency of the optical element.;CONSTITUTION: A photo-elastic modulator(45) changes the phase difference of two component of the penetrated light. An optical element(46) transmits the light. A vibration generating unit touches with the optical element. The vibration generating unit receives vibration from a vertical direction to the entrance face of the light.
