PURPOSE: A block noise reducing system and a method thereof for adaptively filtering a block noise are provided to determine the presence of the block noise of the input image.;CONSTITUTION: A characteristic value calculating unit(101) calculates the characteristic value of a local texture about the input pixel by using the pixel values of adjacent pixels. A filtering mode determining unit(102) determines 1D filtering mode or 2D filtering mode according to whether the calculated characteristic value.
