PURPOSE: A high strength and high toughness steel wire rod and a manufacturing method thereof are provided to micronize ferrite particles by forming acicular ferrite in the prior austenite grains.;CONSTITUTION: A high strength and high toughness steel wire rod comprises C 0.01~0.2 weight%, Si 0.001~2.0 weight%, Mn 0.4~2.0 weight%, P 0.015 weight% or less, S 0.002~0.01 weight%, Ti 0.005~0.015 weight%, O 0.001~0.01 weight%, N 0.007 weight% or less, and the rest Fe and other inevitable impurities.
