PURPOSE: A system and a method for controlling power saving and a program distribution method are provided to collect information from a computer which installed an agent program and control the computer with the agent program, thereby effectively controlling the computer in a network by the power saving policy of the network.;CONSTITUTION: The first computer transmits a connection request packet to a web server(S123). The first web server transmits a response packet to a distribution device(S125). The distribution device determines the installation possibility of an agent program on the first computer by analysis of the response packet(S129).
