PURPOSE: A developing device and an image forming device using the same are provided to prevent developer from being leaked to the outside of a casing.;CONSTITUTION: One end unit of a flexible surface type member(40) is fixed to a downstream side edge unit(12a) located in a rotating direction downstream side of a developer carrying body among openings of a casing. One end is located in the rotational direction upstream side of the developer carrying body. The other end unit of the flexible surface type member contacts a layer of developer which is maintained on the circumferential surface which becomes a maintaining developer area at least.
