PURPOSE: A video compression encoding device which motion compensation technique using selective motion search area is applied and decoding device of the same and a method for determining selective motion search area for compensating motion compensation are provided to effectively reduce a bit generation amount. CONSTITUTION: A motion search region generating control unit(150) generates an additional blur mode motion search region about original motion search area. A motion prediction and mode selection control unit(90') performs movement prediction about the generated motion search area and newly added motion search areas. The motion prediction and mode selection control unit calculates the cost of the movement prediction process. The motion prediction and mode selection control unit selects a blur mode which will be applied to motion compensation. A motion compensation unit(100') performs motion compensation according to the selected blur mode.
