PURPOSE: An apparatus and a method for effectively processing polluted water using a separating membrane are provided to analyze and diagnose operating states and display the result of the analysis and the diagnosis at a remote place.;CONSTITUTION: A first anoxic chamber(12) denitrifies nitrate nitrogen in polluted water. An aeration chamber(13) oxidizes and nitrifies organic matters in the denitrified polluted water. A second anoxic chamber(14) additionally denitrifies the nitrate nitrogen in the polluted water. A membrane separating aeration chamber(15) additionally oxidizes and nitrifies remained organic matters in the polluted water.
