PURPOSE: A 3D cross type bilateral anchor device and a steel beam in which a pre-stress is introduced using the same are provided to prevent moment due to the eccentricity of a tendon when a center member is tensed.;CONSTITUTION: A 3D cross type bilateral anchor device comprises a first through hole(11) and a second through hole(12). The first through hole has a curve with double curvature of sine curve form in a height direction. The first through hole is arranged in diagonal direction toward a width direction. The second through hole has the curve with double curvature of sine curve form in a height direction. The second through hole is arranged in a diagonal direction toward a width direction.
