PURPOSE: A system and a method for deciding reconstruction of a post office building by prediction modeling about a reconstruction proper moment, a method for estimating the construction cost of the post office building by prediction modeling about the construction cost of the post office building are provided to show the basis for the reconstruction of a post office building in proper timing.;CONSTITUTION: If an average value calculated by an economical efficiency evaluation value calculating unit is lower than a preset value, a remodeling judgment unit(24) judges the extension of a post office building. If the average value is larger than a preset value, the remodeling judgment unit judges the remodeling of the post office building.
