PURPOSE: An apparatus and a method for efficiently implementing a rate-distortion optimized mode decision algorithm are provided to efficiently estimate a bit rate in a system using a CABAC as an entropy encoder. CONSTITUTION: A binarizer(110) receives an input signal to perform binarization and provides a bit stream. A context loader(120) receives the bit stream to confirm a context and provide the context data related to a corresponding context. A table reading unit(130) receives the bit stream and the context data to provide the output of bit-rate by using a bit-rate estimation table. An MPS(Most Probable Symbol) indicates a symbol of which probability is higher in 0 and 1.
