PURPOSE: A device and a method thereof are provided to reduce the transmission delay of an ARQ feedback message by transmitting an ARQ feedback message to a transmission terminal according to the transmission request of an ARQ feedback message.;CONSTITUTION: A transmitting end(100) transmits ARQ data to a reception end(110). The transmitting end requests the transmission of the ARQ feedback message related to the ARQ data(101). The transmitting end allocates a dedicated resource for the transmission of the ARQ feedback message to the reception end. The transmitting end transmits a target resource assignment message to the reception end(103). The dedicated resource has a fixed size. The reception end compares the size of the necessary resources with the size of the dedicated resource in order to transmit ARQ feedback messages.
