Method for the code rate decision of joint source-channel coding for lossy channels and video transfering system using thereof

PURPOSE: A method for determining a coding rate of a JSCC(Joint Source Channel Coding) function while transmitting an image is provided to apply a JSCC function to adaptively determine a coding rate, thereby minimizing an average distortion of an end-to-end image. CONSTITUTION: A system inputs a predetermined loss rate of a network and optional two adjacent loss rates(S801), and performs a test-run process to obtain a PSNR(Peak-Signal-to-Noise Ratio) for the inputted values(S802). The system calculates a coding rate showing a maximum PSNR and an average remaining loss probability(S803,S804). The system codes an initial source coding rate and an initial channel coding rate, packetizes the coding rates, and transmits the packetized coding rates(S805). The system decides whether the loss rates change by feedback information(S806). If so, the system searches a coding rate relative to the same loss rate(S807), and codes/packetizes/transmits the source coding rate and the initial channel coding rate(S808).
