An apparatus and a method for estimating a harmonic state are provided to obtain a reliable result by using a selection algorithm of an optimal measuring position. A connection state confirmation part(200) confirms a system connection state based on data measured in a transmission system(100). An admittance calculating part(300) calculates an admittance matrix value based on the data measured in the transmission system. A position selection part(400) selects a measuring position of a harmonic based on the data measured in the transmission system. A multi frequency calculating part(500) calculates a reference frequency and a frequency according to degree from data transmitted from the connection state confirmation part and the admittance calculating part. A first harmonic state estimating part(600) estimates a harmonic state from an output value of the position selection part and the multi frequency calculating part. An output part(700) outputs a harmonic voltage value and a harmonic current value from a harmonic state estimated by the first harmonic state estimating part.
