A system for interworking data by using an ASN.1, an apparatus for data interworking, a method for encoding data to be transmitted to a heterogeneous system by using the ASN.1, and method for data interworking with a heterogeneous system are provided to solve the problems, which are related to an operating system and a development language of a main module occurring at a previous ASN.1 method, by including a module which encoding and decoding data based on an ASN.1. A main module(10) which is a main component of a system controls the data transmission and reception with another system, and an ASN.1 engine(20) encodes and decodes data by using an ASN.1 and exchanges data with the main module. A conversion controller(21) controls a conversion module, and a data controller(22) which transceives data with a sharing memory(30). A signal controller(23) transceives a signal with the main module, and a temporary PDU information storage(25) stores the encodes data temporarily. A converting module(26) encodes and decodes the received data by using an ASN.1, and the provisional PDU information depository storing encoded data to temporary. A temporary attribute information storage(31) temporarily stores the data to be encoded.
