The present invention relates to a method for recycling and purifying livestock wastewater or high concentration wastewater, including a preprocessing step, a first biological treatment step, a solid-liquid separation step, a second biological treatment step, a chemical treatment step and a resource utilization step. A high efficiency microbial action stirrer being used for liquid dung preparation facilities and purifying treatment in common, thereby it is able to use single equipment for resource utilization or purification of livestock wastewater based on requirement, to implement solid-liquid separation to the wastewater stored in a second flow control pool after the first biological treatment step into sludge and wastewater by a centrifuge of the preprocessing step, so as to save mounting cost.
