A reference material for measuring nuclear materials in spent nuclear fuel and a manufacturing method thereof are provided to verify a shielding effect according to density of spent nuclear fuel and an interference effect of presence of a fissionable material by correcting a nuclear material measuring device without using a standard ray source for measuring a neutron measuring standard ray. A first thermal process is performed to oxidize a nuclear fuel sinter material(S12). A second thermal process is performed to execute a reduction process(S13). Contents of a gamma-ray source within the nuclear fuel sinter material in the spent nuclear fuel are adjusted by performing repeatedly the first and second thermal processes. The nuclear fuel sinter material in the spent nuclear fuel is changed into powders. The powders of the spent nuclear fuel are uniformly mixed(S14). A pressing process and a sintering process for the powders of the spent nuclear fuel are performed(S15).
