PURPOSE: A lateral damper in which elasto-plastic boards are set in parallel and a structure reinforcing method using the same are provided to enable efficient design and application by using a damper with various damping capabilities. CONSTITUTION: A lateral damper comprises an elastic absorption finishing board(130), an impact absorber, a fixture(200), an end elasto-plastic board, and an end spacer. The impact absorber comprises parallel elasto-plastic boards(110) with energy absorption holes, which are attached to the elastic absorption finishing board, and elastic spacers(120) with through holes, which are installed between the parallel elasto-plastic boards. The end elasto-plastic board is placed in contact with the side surfaces of the elastic absorption finishing board and the end elasto-plastic board. The end spacer is installed between the end elasto-plastic board and the elastic absorption finishing board.
