A preprocessing device of multilevel high turbidity raw water is provided to supply raw water in which turbidity is removed to a fixed degree or less in case a river bed excavation works in upper stream of a river. A preprocessing device of multilevel high turbidity raw water includes the followings: a raw water feeding pipe(110) installed at the bottom; a filter medium(120) in which gravel having different particles is successively heaped up; two or more filter basins(100) in which a discharge part(130) is formed to discharge the raw water; a backwashing water drainpipe(160) installed on an upper end of the filter basin; and a reverse-current preventing device(300) preventing a reverse current of the raw water supplied to the filter basin.
