PURPOSE: An initial rainfall processing device by vegetation and penetration is provided to effectively remove heavy metal and salts etc included in nonpoint pollutants, and to process the nonpoint pollutants according to a flow rate of water. CONSTITUTION: An initial rainfall processing device comprises the following: a first storage part(100) storing rainfall; a first processing net(210) consisting of soil, gravels, and vegetation; a vegetation processing part(200,300) discharging rainfall through the first processing net; a second outlet(14) in which the rainfall flows; a penetration processing part(400) discharging the rainfall through a plurality of bottom holes; and a second storage part(500) discharging the rainfall through an outlet.
