PURPOSE: A method and an apparatus for preventing traffic congestion through RNC control reflecting the signal network equipment conditions in a mobile communications system are provided to transmit a traffic limit message to a RNC, thereby preventing traffic congestion to an exchange. CONSTITUTION: The overload or fault condition of signal network devices generates(S320). The amount of signal message traffic among an MSC(Mobile Switching Center), an SGSN(Serving GPRS Support Node), and the signal network devices is compared with a predetermined reference value(S321). In case the signal message traffic exceeds the predetermined reference value, the MSC and the SGSN perform a corresponding process according to the condition of the signal network devices(S330). The grade of an overload condition or a fault condition is transmitted to a RNC(Radio Network Controller)(S340). According to a control grade inserted into a load control message from the MSC and the SGSN, the RNC controls the amount of transmission traffic to the MSC and the SGSN(S350).
