A scandia doped cubic yttria stabilized zirconia electrolyte is provided to maintain high conductivity, excellent phase stability and mechanical strength, to ensure the long-term stability of a fuel battery by maintaining power density(W/cm^2) of a preexisting solid oxide fuel cell identically and lowering operation temperature of a battery. A scandia doped cubic yttria stabilized zirconia electrolyte has a composition expression of (Y2O3)x(Sc2O3)y(ZrO2)1-x-y. The amount of the whole stabilizer (Y2O3+Sc2O3) is 0.07=x+y=0.12. The amount of the yttria(Y2O3) which is a main stabilizer is large than the amount of scandia(Sc2O3) (xy). The amount of scandia(Sc2O3) is 5 mole % or less(y0.05).
