PURPOSE: A manufacturing method of substitute fuel using oil and fat and a manufacturing device for the same are provided, which reduce dumping of the food waste to the ocean. CONSTITUTION: A manufacturing method of substitute fuel includes a step of pouring oil and fat collected from the food waste into a first reactor(1) and heating it to 100~140deg.C; a step of cooling the first reactor to 50~60deg.C, pouring methanol 10~50 parts by weight and acid catalyst 0.5~10 parts by weight based on the oil and fat 100.0 parts by weight, and reacting them; a step of adding methanol 10~50 parts by weight based on the oil and fat 100.0 parts by weight after raising temperature to 65~75deg.C; a step of throwing a product in the second reactor(2) after removing remaining acid catalyst and sludge and cooling it to 50~60deg.C; a step of pouring methanol 10~50 parts by weight and NaOH 0.5~5 parts by weight into the second reactor and mixing them; and a step of separating glycerine from the mixture of the second reactor and obtaining ester.
