PURPOSE: A method for reporting an average signal-to-noise ratio and a method for resource allocation and cooperation based on the average signal-to-noise ratio are provided to use base station resource allocation and base station cooperation through the average signal-to-noise ratio which is not quickly changed according to time and space, thereby reducing complexity of system operation. CONSTITUTION: A method for reporting an average signal-to-noise ratio comprises the following steps. An active base station having an SNR higher than a critical value is determined(101). An active base station group to which a controller controlling a primary base station belongs is selected among the determined active base stations(102). The average signal-to-noise ratio of the selected active base station is fed back to the controller(103).
