A light weight fire-retardant inner water insulator and a manufacturing method thereof are provided to comprise the reactant made of specific metal and sodium silicate. A light weight fire-retardant inner water insulator comprises sodium silicate and reactant made of metal component. The reactant made of metal component comprises one or more selected from the group consisting of the metal element belonging to the periodic table group 3 to 15 groups. The metal component comprises one or more selected from the group consisting of metal and the metal oxide. The metal comprises one or more selected from the group consisting of aluminum, zinc, iron and nickel. The metal oxide comprises one or more selected from the group consisting of aluminum oxide, ferric oxide, zinc oxide, titanium oxide and chromium oxide. The reactant comprises metal hydroxide in addition. The metal hydroxide comprises one or more selected from the group consisting of the metal element belonging to the periodic table group 3 to 15 groups. The metal hydroxide comprises one or greater selected from the group consisting of the aluminum hydroxide, and the hydroxy iron and zi hydroxide.
