Device comprises body in the form of upper and lower cylindrical bushes that enter each other. The first bush may contact with hammer block in process of billet deformation. The second bush is intended for billet deformation. Spring is arranged between bushes. Spring is tightened to the value of force, which is equal to or exceeds required force to start deformation.
