The dispenser (1) has a supporting house with a circular, square or oval shaped front-sided removable opening (11) for a hygienic article e.g. hygienic bag (13). Two refill cartridges (7, 9) accommodate the hygienic article, and are dimensioned in such a manner that one of the refill cartridges is arranged in the supporting house. The removable opening is designed in such a manner that a manual gripping unit is passed through the opening for removing the hygienic article from the refill cartridges. The hygienic article is foldably arranged in the refill cartridges.
