The device (6) has a communication unit (12) for communicating traffic controlling data to a distant traffic controlling device (11) and a traffic controlling center (10). A processing unit (4) processes the traffic controlling data. Another communication unit (8) receives traffic controlling data requests from a traffic participant (13) e.g. passenger car driver, and transmits the processed controlling data to the traffic participant. An identifier is contained in the transmitted processing controlling data. A validation unit (7) receives and validates the identifier using the participant.
