The method involves utilizing warm industrial waste water as a heat source by a single-level or multi-level heat pump i.e. two-level heat pump (1). The water is heated up to a temperature of 50-80 degree Celsius. The pressure of the water in the gaseous phase is reduced to a pressure value of 0.12-0.47 bar. The pressure values are selected as low values so that the water boils at the adjusted process temperature to produce water vapor. The produced water vapor is compressed by compressing vapor to a pressure of 1 bar. An independent claim is also included for a water vapor producing arrangement comprising a multi-level heat pump.
