The cylinder has a cylinder core (4) rotataby supported in boreholes of a housing (1). A return spring (6) is clamped from a neutral position during core rotation to turn the core again in a direction of the position. An end (6') of the spring engages at an eccentric pin (8) arranged eccentric to a rotational axis of the core. Another end (6'') of the spring is fixed in a chamber (9) of a flange section (3). A tilting lever is tilted and/or shifted if the pin passes a dead center position of the lever during rotation of the core, where the center position is opposite to the neutral position.
