The device has a heating wedge (9) and an upper pressing roller (7) subjected with pressure by a spring element (4) i.e. compression spring, depending on compression in an operating position of the device. The upper roller is connected with a pressing head by the spring element. A movement mechanism stays in mechanical connection with the head. The upper roller and a lower pressing roller (8) stay in connection with each other over webs of thermoplastic materials in the operating position. The head is converged with the upper roller in preset mass of the lower roller.
