The system has a hollow rotor hub (1) with fixedly connected radial emergent vane tubes (2). The tubes taper at tube ends and rotates around a perforated plate-cylinder (6) that is guided into a roller bearing and provided with radial rings. Front sides of the plate-cylinder inclined at the rotor hub are open. The perforated plate cylinder has an air deflector plate that is inclined against a rotation direction, and a spiral sheet metal provided at inner casing sides, where the air deflector plate longitudinally runs at outer casing sides. The cross section of the plate is convex in shape.
