The layer has a water permeable layer (1) made of granulate of defined grain size in connection with binding agents e.g. plastic beads, which are formed from an epoxy resin with a hardener and/or water glass and/or plastic adhesive. Another water impermeable layer (2) is made of the resin with the hardener. A sealing at an open upper edge (3) of a wall coating is not made by the water impermeable layer. A mixture consists of gravel grain and the agents with 1-5 percentages portion. The permeable layer is provided at a base of a cellar coating with a connecting piece (4) and a plug seal (5).
