The valve (1) has a valve body housing (2) with a fluid inlet (P), a fluid outlet (T), and a valve body that is displaceable in the valve body housing. The valve body is designed to change a flow area (X) between the fluid inlet and the fluid outlet by shifting within the valve body housing. A bypass line (13) surrounding the changeable flow area is provided between the fluid inlet and the fluid outlet. A pressure relief valve is located in the bypass line. The bypass line runs through the valve body. An independent claim is also included for a system for hydraulically or pneumatically operating an actuator.
