The device has a rail hung in sufficient height above underground, and a carriage movable along the rail. The carriage has support hooks (4a, 4b) for hanging wrist straps (5a, 5b) of big bags (1), and lower parts at which the hooks are arranged. The lower parts are lifted and lowered relative to upper parts of the carriage by a lifting device. The lifting device is provided opposite to each other and spaced in a longitudinal direction of the rail, and engages edges of the carriage. The lifting device has cutting bars that are arranged transverse to longitudinal direction of a conductor rail.
