The panel (1) has a vacuum-tight enclosure (3) comprising a high barrier film (5) and a shrink film (6). The high barrier film comprises a sealing layer made of plastic such as polyethylene (PE), another layer made of ethylene vinyl alcohol, and a third layer made of metal such as aluminum. The high barrier film comprises a metallized plastic layer made of polyethylene terephthalate (PET). The shrink film is thermally positioned, and the vacuum-tight enclosure comprises a protective sheath (4) made of non-woven material. An independent claim is also included for a composite heat insulating panel comprising a vacuum insulation panel.
