The system has sandbags (1) stacked at a width part (2) that is made of waterproof material. A lower part of the width part lies on a base under the sandbags. The base is provided between the stacked sand bags and a rope (5). An upper part of the width part is hung on the rope during assembly and lies on the stacked sandbags after assembly. Hooks (4) are provided at stands, where the rope is tightened to the hooks such that the stands are connected with each other. Multiple separate pieces are provided in the width part.
