The device has two carrier bars (22, 24) connected with a top hinge (20) and comprising pipes. The pipes partly fit into one another, and form a top pipe (26), center pipe (28) and a bottom pipe (30). The top pipe is connected with a top hinge, and the bottom pipe is hingedly connected with a base part (32). The pipes of each carrier bar have different cross-sectional dimensions and are rotated against each other. The pipes fit to each other 80 percent of length of the pipes. Diameters of all pipes are different and lengths of two of the pipes are different.
